It should be "exclave" there (it's an exclave of Germany and an enclave of  
Switzerland).

I'm not sure, are the files supposed to be UTF-8? If so, that ü  
should be 'ü'. Alternately, you could also write "Buesingen" (ü becoming  
ue).
