Your best bet is to keep an eye on this list, and as soon as someone
notices a change, call your bosses and say "San Seriffe government has
published today, stating DST will begin in two days, should we update
all machines to rely on that, or we better wait a few days for an
upstream release?".

That said, production counts should not be based on whether the timezone
definitions are right...
