Yes apparently that's the case. Thanks for validating this. There are plans for fixing the timezone to UTC+3 in 2014 but we'll see.

Turkey is constantly one hour ahead of most of Europe, but the DST switch occurs simultaneously in Turkey and Europe. The rules in the Time Zone Database are correct.
