[tz] On merging timezones - a radical proposal.

This paragraph from Random832 was just quoted:

And I realize I don't understand what this is getting at.
(Maybe this is unimportant?)

We don't have zones that track people movements, and I don't see why
we would. 

If someone moves from NY to FL to AZ they change their computers'
timezones at each transition. What's the problem?
