My point is just to get the right hour of the day rather than seconds accuracy 
initially. This is the real problem with loading the same historic records we 
are now reading to improve accuracy. While we just log 'local time' without any 
reference to offsets things are OK, but rationalizing data with respect to 'UTC' 
requires the stable base that I'm looking for ... for these very historic records.
