[tz] Pulling the data apart ...

I believe he was banned for 6 months over 6 months ago. Supposedly that 
ended a few weeks ago, and I thought it had since I had seen his name on 
a few messages.

I believe he has a lot of input related to pre-1970 timezones and I am 
requesting he be re-admitted to the list if he hasn't been already.
