You have already answered this yourself ;)
Standard time starting at different times for combined zones is - I think - the
broken bit?
The new documentation I've gathered is sitting with Joseph for the UK history
page but it may be years before it's actually included :( It only pins down a
couple of dates and confirms existing facts.
