As you note, the location of every event is important, so any database of events that needs to compensate for time shifts would need to keep the location of the event - in some form *other* than a tzid, in case the time shift is due to a regional split and the event is now in a region with a *different* tzid - and keep a UTC version of the event date/time (and perhaps also the local time version) and, when the software is informed that the tzdb has changed, re-determine the local time and inform the attendees that the local time is different.

The only information about the change that's needed there is that the change happened.
