Yes, but it's not uncommon for those zones to be links when they share the
same rules.  See, for example, Europe/Mariehamn, which is the timezone for
AX, Europe/Ljubljana, which is the timezone for SI, or Europe/Bratislava,
which is the timezone for SK.
