[tz] Deputies of the Russian Duma introduced a bill to switch to "winter time" in Russia

Once again, Deputies of the Russian State Duma (Ivan Melnikov and Oleg 
Smolin) have attempted to introduce a bill concerning the switch to "winter 
time" in Russia. The bill proposes that Russia return to winter time on 
Oct. 27, 2013 and reinstate the original 11 time zones.
