[tz] Morocco not ending DST tonight - instead extending by one month

Morocco extends DST by one month, on very short notice, just 1 day 
before it was going to end.
There is a new decree (2.13.781) for this, where DST from now on goes 
from last Sunday of March at 02:00 to last Sunday of October at 03:00, 
similar to EU rules.
