[tz] [PROPOSED PATCH 4/4] Remove CMUCS's gtime function.

The Mach project has been inactive for decades,
and mktime has evidently replaced gtime.
* Makefile: Remove comment about CMUCS.
* localtime.c (gtime) [CMUCS]: Remove.
* NEWS: Document the above.
