Rule Indianapolis 1941    1954    -    Sep    lastSun    2:00 0    S


I suppose the alternative to changing the US Sep 1945 rule would be to 
have those zones that use the US rules only use the them up to the Aug 
14, 1945 war->peace transition rather than to the end of 1945.
