[tz] Fiji to end DST one hour earlier

Subject: [PATCH] Fiji ends DST at 02:00, not 03:00.

* australasia (Fiji): Move fall-back time from 03:00 to 02:00
starting this year.  (Thanks to Steffen Thorsen.)
