[tz] Non-valid timezones, is there a rule to remove them?

Ignore my last question, please :-)
With a brief reading I got what cldr supposes to do (and what it doesn't,
actually the most important part :-))

But, please, don't ignore the question about using your material to improve
libical's timezone information
