Ah, I had noticed http://www.calconnect.org/tc-timezone.shtml the other day
and wondered what the status was :-)

That's a shame as it would be popular. We've actually been discussing such
a protocol for use by KDE, Gnome, Mozilla and others, see
https://bugzilla.gnome.org/show_bug.cgi?id=727698. We did try to get
OpenStreetMap to support it, but they decided it was outside their
interests.
If it ever comes back in to scope, please let us know :-)
