[tz] tzselect.ksh fails under ksh, works under bash

Thanks for reporting that bug; it was introduced as part of the recent 
attempt to port tzselect.ksh to POSIX sh.  I'll install the redirection 
part of the patch into the experimental version on github.  The quoting 
part of the patch isn't needed, though, and I often prefer omitting 
unnecessary quoting when that might confuse the reader into thinking 
that the quoting is needed.
