Thanks for mentioning this.  The old entries used "23:00s" and not 
"24:00" because the entries were intended to be portable to pre-1998 
versions of zic, which did not support "24:00".  By now it's safe to 
assume that these old zic versions are dead, as a "24:00" sneaked into 
the data some years ago (github commit 
883cdaef9203b09be4ef48210dfb3991b114093c dated 2009-05-17 14:50:24 
-0400), and nobody has complained in over five years.  So I pushed your 
change into the experimental version of tz on github.
