which uses the "summer time" the year round.''

Does this mean the current tz database is wrong as it currently 
considers Russia to be standard time rather than summer time?  (I know 
the offset is okay, but the "isdst" flag and timezone abbreviation 
currently indicate that standard time is in effect, rather than summer 
time.)
