tzdata2014c includes these rules that affect Egypt in 2014:

  Rule  Egypt  2014  only  -  Jul  29        0:00s  1:00  S
  Rule  Egypt  2014  max   -  Sep  lastThu  23:00s  0     -

The "May 15" line appears to be correct.

The forthcoming release of tzdata2014e is expected to change the 
"Jun 29" and "Jul 29" lines to "Jun 26" and "Jul 31".
