Thanks, that all looks good, except it should be EEST instead of EEDT 
for consistency with the rest of the table.  I pushed the attached patch 
to the experimental repository on github and it should appear in the 
next release.

Subject: [PATCH] Ukraine's time zone changes were incorrect for 1990/1.

(Thanks to Vladimir in Moscow via Alois Treindl.)
* europe (Europe/Kiev): Omit 1990-01-01 transition.
1990-07-01 transition was to EEST, not EET.  EEST ended
1991-09-29 03:00.
