[tz] Windows 8.1 and tz data?

In the email announcement titled " 2014a release of tz code and data 
available", there is this statement:

Microsoft Windows 8.1 and later support tz database names.

I did not see this mentioned on the tz list and an hour's googling 
brings me no joy.

Does anyone have any links that will ease my confusion?
