Most of the tz changes going forward are 'predictions' based on past history and 
only require changes to how they are created when that prediction no longer 
works. In this case the tz data being generated is already correct, so the 
'data' supporting that just enhances the historic record.

What Paul is saying is that the current tz data is producing the correct answer 
already.
