You'll have to ask Congress. The U.S. daylight-saving rules were
changed by H.R. 6, Energy Policy Act of 2005, Section 110. Evidently
one of your hosts has old tables, and you need to upgrade them to the
rules that were put in place in the tz database release 2005l, dated
2005-08-22. While you're at it, I suggest updating to the current tz
version (2014b).
