[tz] Missing link to America/Montreal

Apologies for not catching this sooner:

In 2013, between 2013e and 2013i, America/Montreal was eliminated.  But there is not, as is usually done, a link in the “backward” file.

Some others I looked at, like Antarctica/South_Pole, did get an entry in backward.

Is the an oversight or was it intentional?
