True, but unfortunately there is typically not a convenient notation for 
the day corresponding to that time.  For example:

Rule	NZ	2008	max	-	Apr	Sun>=1	2:00s	0	S
Rule	Chatham	2008	max	-	Apr	Sun>=1	2:45s	0	S

Converting this to a single UTC rule would require something like one of 
the following:

Rule	NZ	2008	max	-	Apr	Sun>=1	-10:00u	0	S
Rule	NZ	2008	max	-	Apr	Sat>=0	14:00u	0	S
Rule	NZ	2008	max	-	Mar	Sat>=31	14:00u	0	S

but none of these work now, alas.
