[tz] [tz-announce] 2014j release of tz code and data available

i can't zic the 'backzone' file. either with the default Ubuntu 14.04 zic
or with a zic built from git ToT tzcode. i get messages like:

"backzone", line 149: unruly zone
"backzone", line 149: %s in ruleless zone

am i doing something stupid?
