[tz] Recent conversions of zones to aliases

Thanks for pointing out the problem.  If memory serves this kind of 
error has come up before and that it's not limited to conversions of 
zones to aliases.  The errors are annoying enough that we should check 
for them more systematically.  Proposed patches attached.
