[tz] Carving shapes

[Marvel, Jim (CPCOE)]

How to determine borders for these new zones?
Two zones are added:
Asia/Chita (split from Asia/Yakutsk, and also with two hours subtracted) and
Asia/Srednekolymsk (split from Asia/Magadan, but with only one hour subtracted).
