Thanks, and you're right, it's backwards.  Also, the DST offset is missing.  I 
don't know how zic.c got it wrong -- I did test it, but apparently I installed 
something other than what I tested.  Good thing tzdata isn't using this feature 
yet.   Proposed further patch attached.
