[tz] [PATCH] Change Cayman abbreviations to CIST and CIDST

Good call.
I wonder though if the CIDST abbreviation will stick.  Though it's in the announcement, I bet folks will drop the S and use CIDT, or just use EST/EDT. 
Time will tell. :)
