[tz] Fwd: Quintana Roo change to EST?

I think we may have been mistaken that Quintana Roo would not have DST.
According to Mexican National Metrology Centre (CENAM), it remains intact.http://www.cenam.mx/Hora_oficial/nzhm.aspx
