[tz] Chile will keep UTC -3 all year round indefinitely

Thanks for the heads-up.  Attached is a proposed patch to deal with 
this.  I realize that the decree isn't official yet, but Chile's April 
change appears to be more likely than not, and we can always issue a new 
tz release if it turns out that we guessed wrong.

I would like to release a new tz version by tomorrow, because of the 
Quintana Roo situation.
