Sorry, but you're wrong. Article 2 requires the "summer-time period" to
begin on a certain date-time, and Article 1 defines the "summer-time
period" as putting the clocks forward by 60 minutes. Therefore every Member
State must put its clocks forward and back. (Except for the overseas
territories exempted in Article 6.)

The current Directive doesn't have an exemption, but earlier ones did. See
Article 3.2 of Directive 94/21/EC:
