[tz] Problem with tzselect and Dominica

Thanks for reporting that, and for coming up with a fix.  I found another 
instance of the problem and fixed them both with the attached patch, which I 
installed into the experimental tz version on github.

PS.  You get to chase eclipses?!?  I'm jealous....
