Hello!  Unfortunately I can't read Latvian, but I guess you're asking about 
sources of information for timekeeping in Latvia.  All that we know is in the 
'europe' file in the tzdata distribution.  I suggest looking there, near the 
Europe/Riga entry.  You can find a copy of the latest experimental version here:
