He'd asked about iPads and Macs, both of which definitely *do* use the location information, but, yes, some machines might not do so.

(One would hope that devices with 1) the ability to determine the device location, 2) OSes of a sufficient level of sophistication - which includes both UN*Xes and Windows NT derivatives - and 3) enough space to spend some of it on a set of boundaries for the OS's notion of time zones, would use the location information.)
