It is already available under both names, so there's no technical need to move. 
As the Theory file says, ordinary users should not need to worry whether the 
data are named 'Asia/Nicosia' or 'Europe/Nicosia' internally, and instead can 
use localized names such as 'Λευκωσία', 'Lefkoşa', and 'Նիկոսիա'. A common set 
of localized names is maintained by the CLDR project <http://cldr.unicode.org/> 
and if these are incorrect for your locale I suggest writing to the CLDR 
maintainers.
