[tz] Venezuela to change time zone on May 1

Thanks for the heads-up. A later announcement makes it clear that the 
plan is to jump forward by 30 minutes at 02:30 on May 1. Proposed patch 
attached, and installed on the experimental Github version. It really is 
time for a new tzdata release.
