I do see the announcement on the Kremlin's site.  From the past bills, I think the Duma's site lags a day behind or so on the final signoff.

Today (April 26, 2016) President Putin sign the bill to change Tomsk time
zone from UTC+6 to UTC+7.

Time change is going to take into effect on May 29, 2016 at 2 o'clock 00
minutes.
