[tz] Egypt to have DST again

Several of our users have reported on new DST plans in Egypt, which is 
confirmed by
several sources that all say Egypt will have DST from July 7 until the 
end of October.

Unfortunately, "end of October" is very vague, but we at timeanddate.com 
would assume a rule like this for it, based on their historic end dates:
Rule    Egypt    2016    max    -    Oct    lastThu    23:00s 0    -
We also assume it will start at the end of July 7 (midnight between 
Thursday and Friday).

I found it interesting that EgyptAir seems to have assumed DST to start 
in April (like it previously did in 2010), and therefore this obviously 
causes problems with the schedules:
