[tz] Kuwait considers DST

Hello Matt,

This is a bill suggesting adopting DST, +2 hours, between first day of
April and last day of September of each year, the tweet wrongfully says
August.

It seems that it did pass in the Parliament, but waiting approval from
prince Sabbah.

No further news or announcement found.
