[tz] [PROPOSED PATCH 2/2] Use lz format for new tarball

* Makefile (maintainer-clean): Remove *.tar.lz too.
(tzdb-$(VERSION).tar.lz): Rename from tzdb-$(VERSION).tar.gz,
and use lzip rather than gzip.  All uses changed.
* NEWS: Document this.
