Just to reconfirm, today Feb 15, 2016, Russian President Vladimir Putin 
signed the Federal Law of 15.02.2016 number 27-FZ(27-ФЗ) On Amendments to 
Article 5 of the Federal Law

"On the Calculation of Time" for the Astrakhan Oblast.

(On February 10, 2016 Astrakhan Oblast got approval by the Federation 

Council).
