Actually, "public domain" is a US concept that doesn't apply elsewhere.
Better would be a statement saying that blanket permission is given for
these files to be copied. One of the Creative Commons Licences would appear
to be the right tool for the job.

Actually, absence of statement means simply that no statement has been
made. After all, permission can be granted in other ways. Perhaps there's a
notice up in their offices :-)
