[tz] NIST leap-second file not yet updated

Thanks, I installed the attached patch into the experimental version on 
github, where you can see the current leap-second file here:

https://raw.githubusercontent.com/eggert/tz/master/leap-seconds.list

This should appear in the next tzdata release. I don't know when that 
will be yet, but sometime in the next month no doubt.
