[tz] [PATCH 5/5] Standardize zone table comment format

In reviewing this patch I had problems with the way it was encoded. I 
received email with lines like this in the header:

Content-Type: text/plain; charset=utf-8
...
Content-Transfer-Encoding: quoted-printable

and text like the following in the body:

Ad=C3=83=C2=A9lie Land

This must be some sort of mistake in encoding the file, as those four 
bytes, when decoded as UTF-8, specify the two characters U+00C3 (LATIN 
CAPITAL LETTER A WITH TILDE) and U+00A9 (COPYRIGHT SIGN), i.e., “é”, so 
the text looks like “Adélie Land” when I view it with my email client 
(Thunderbird 38.6.0), or when I visit the copy of that email archived 
via Mailman at <http://mm.icann.org/pipermail/tz/2016-February/023255.html>.

It appears that the email was double-encoded: if the body text had been 
this:

Ad=C3=A9lie Land

it would have decoded to the intended “Adélie Land”. I have 
double-decoded the message and that seems to work for me.

What procedure did you use to send the email to the tz mailing list? Is 
there some way to make things easier in the future?
