IANA may be unable to, unless it has contractual financial agreements
with TLDs, but perhaps ICANN could fine the CC TLD registrar: ICANN
would probably go for that, and should be able to change contract
terms by fiat?
Perhaps another TZ/DST RFC including quotes or content from Matt
and other sites, MS change timing KB article and similar from other
vendors, IATA policies and fines as precedents...
If nothing serious is able to be proposed perhaps someone could use
this idea for next April?
