[tz] Positive leap second on 2016-12-31.

Per IERS Bulletin C52 (2016-07-06), a positive leap second will be 
observed on 2016-12-31. The attached patch updates leap-seconds.list 
from NIST, retrieved from <ftp://time.nist.gov/pub/leap-seconds.list>.
