[tz] Asia/Kashgar offset

Hello,

Could you please confirm the current usage of offset of +6hours for 
Asia/Kashgar in your TZ database is correct?

Checking any available source on the internet
Google (search for 'Kashgar time')
Bing (search for 'Kashgar time')
http://www.timeanddate.com/worldclock/china/kashgar
https://www.localtimenow.com/china/kashgar/

All show offset of +8hours.
